Bringing a friend (Non-relative)

Greetings ~ My dd (12 yrs old) would like to invite a friend on a cruise this summer. How hard is it to cruise with someone you are not related to? We'll make sure to have the girls id, a notarized letter from her parents, insurance card, etc.. Thanks for your help!
